I am sure this smart girl Rachel Chang must have connected the Chinese way of cycling with China's governance. She already recognized that traffic rules are more aptly regarded as guidelines. Rules with exceptions is just a confusing and complicated way to say they are just guidelines. China is an amoral society. I just offended many but if you open your eyes, there is overwhelming evidence. How so? To the Chinese the ends justify the means. If the ends are "morally just" any means is OK. To them it will be just to rape Osaka because the Japanese had raped Nanking. To err is human; to forgive divine. The Chinese are completely human. As for the divine they are well practiced at bribing their gods.
A society that is governed by guidelines interpreted according to the goals laid down by its leaders can never be a democracy. Culture trumps governance period. Just head west and consider India. The naive West prided India as the world's largest democracy just simply because its people get to vote every few years. That is superficial. Because of the system the British had left behind for them they have a non-democracy in a different manner. Let the wheels of justice turn so slowly and so completely subvert the rule of law. They have the appearance of democracy without the substance.
