Friends, Competitors and finally Adversaries.
There is not clean dividing line transitioning from one relationship to the other. Diplomats have to work hard on growing and sustaining a very large overlap between Competitors and Adversaries.
Smart people who are far from government should work on friendship between the two people. I know this is wishful but it is an act of faith. There are some people with great faith.
