This is the MSCP next to the one I used yesterday.
Now compare them. They are almost next to each other.
It shows the Town Council neglect. They haven't been washing the walls regularly and fungi have taken advantage of it. It is an eye sore for the people looking out in the surrounding blocks, but I guess it doesn't matter to the authorities because those are rental blocks for the poor. They are used to grime. This is very sad. You upgrade the place and then you don't keep up with maintenance. On the other hand, the other more popular car park gets many visitors and some VIPs on their personal business given the popularity of the food centre is always well kept.
This also reminds me of Dubai when we were living there. There are two different worlds. One for the rich and the other for the poor. Do we know we are on the journey to that sort of world? MPs and ministers spent for more time and energy with the rich and foreign investors than the people, especially the poor. MPS and some grassroots organized functions may be all the interaction they have with the working class. I don't think the founding fathers envision that we would be starting on this route to a world of Haves and Have Nots.
