Massive public opinion had forced the wheels of justice to turn quickly. If you look at what happened then and now there were other high profile gang rape cases. Justice didn't run quickly enough still. Seven months was too long.
I think where it really mattered is preventing such crimes than punishing them, which is second best.
The ruling class decided that it was far easier to protect their women than everyone's wife or daughter. This has not changed.
India remains a place like the Middle East when matters must get worse before they could improve. That's the problem when a society never had the culture of compromise. Democracy could never work and will work only very late after everyone also learned that anger and violence get them nowhere. The Indians are far from hitting bottom.
